Manages and leads a team of Technical Procedure Writers responsible for the development of safe, compliant and efficient technical and administrative procedures for the Uranium Processing Facility (UPF). Directs personnel in the development, revision, verification, validation and implementation of Production procedures. Ensures assigned personnel comply with Y15-232, Technical Procedure Process, Y15-030GUD, Technical Procedure Writer's Guide, and Y15-235, Administrative Management Requirements Process.
The manager reports directly to the Design Authority Engineering Director. In addition, the manager supports the UPF Commissioning organizations to verify procedures are technically correct and operationally efficient in accordance with plant standards, policies and procedures and to establish and meet procedure development.
Ensures procedures implement the technical requirements established in DOE directives, rules, orders and standards, CFRs, safety basis analysis, criticality safety documents, hazard analysis and industry standards. Establishes criteria to ensure procedures are written to a level of detail consistent with qualifications and training of the expected users.
The manager will ensure that procedure activities are executed with timeliness as determined by the UPF Project Schedule. the manager will resolve issues related to the development of UPF procedures. Implements continuous improvement strategies to increase the efficiency and accuracy of the procedure modification and development. Develops and maintains Metrics to monitor the UPF Procedure Team's performance for compliance with deliverable milestones. Forecasts staffing needs and adjusts resources as necessary. Provides procedure writing support for other Y12 organizations (e.g., Safeguards and Security, ES&H, etc.) during emergent times. Interacts with senior plant management and external customers (e.g., DNFSB, etc.) with respect to the administrative and technical procedure processes. Interacts with all levels of the workforce within UPF and across the Y-12 site to resolve technical procedure process concerns/issues. Will ensure UPF procedure processes are consistent and compliant with Y-12 command media.
The manager will support the Design Authority Engineering Director in other areas such as; oversight in guidance documentation, organization metrics, leadership and coordination of meetings, and other areas as needed.
