Responsibilities

In this role, the Senior Principal Project Controls Specialist will support multiple high visibility MSTS Projects and Programs through the planning and execution phases. Accurate Project planning and reporting from an experienced Project Controls professional will facilitate successful Project execution in support of the National Security Mission.

 

Key Responsibilities

  • As a Subject Matter Expert (SME), this role will provide DOE Order 413.3b and EVM compliance guidance to the project team.
  • Ensure Earned Value Management (EVM) process compliance in accordance with company EVM system description.
  • Planning, Scheduling, and Budgeting:
    • Work with managers and customers to develop a statement of work (WBS; Dictionary, objectives, assumptions, and deliverables), resource estimate, and a baseline schedule for the project to include leading WBS development and schedule development workshops.
    • Perform and analyze schedule health assessments.
    • Prepare and analyze vertical and horizontal schedule integration and maintain project forecast schedules and estimate to complete utilizing earned value techniques.
    • Monitor project budget, management reserve and undistributed budget.
    • Develop, maintain, and monitor performance baselines.
    • Prepare and distribute proper Work Authorizations; ensuring that Work Authorizations are approved prior to execution of project scope.
    • Management and facilitation of the incorporation of subcontractor schedules into the Project Master Schedule.
    • Contribute to project estimate development and leads incorporation into the P6 schedule(s).
    • Participate in project risk development and monitor the project risk register.
  • Accounting Considerations:

    • Review actual cost data to ensure accuracy, and provide corrections as necessary.

    • Monitor project commitments for accuracy and manage monthly accruals.

    • Create and monitor use of project charge numbers.

  • Analysis and Management Reports:
    • Identify and document project variances, recommend corrective actions and assist in the preparation of monthly project variance reports.
    • Maintain project corrective action log, project baseline budget logs.
    • Analyze project resource usage and recommends adjustments when needed.
    • Assist in and facilitate the management estimate at completion and maintain the best case, worse case, and most likely scenarios.
    • Prepare and analyze all required company reporting.
    • Perform Critical Path and Float analyses and report results to project management.
    • Maintain trend program in support of monthly estimates to complete.
    • Prepare monthly project reports and upload of Headquarters reporting.
  • Revision and Data Maintenance:
    • Work with project manager to develop and process baseline change requests (BCRs), and ensure compliance with the change management process
    • Maintain and monitor management reserve
    • Participate in project surveillances and audits.
  • Assess customer needs and works to meet them.
  • Mentor and train junior-level Project Controls Specialists.
  • Learn functionality of new or updated project controls system.
  • Support development of Company Directives and/or Desktop Instructions to support project controls initiatives.


Qualifications
  • Bachelor’s degree in Science, Engineering, Math or Business-related field and at least 12 years of professional level experience or equivalent training and experience
  • Demonstrated experience to apply the Knowledge, Skills, Abilities, and Competencies required to successfully perform the job.
  • Ability to be the lead Project Controls Specialist for a DOE Order 413.3b project.
  • Proficient knowledge of the profession they are to supervise.
  • Knowledge in Earned Value Management.
  • Knowledge in Project Management principles.
  • Excellent communication skills.
  • Demonstrated ability and experience in the following areas:

    • Foster teamwork and to handle pressure

  • The primary work location will be at the Losee Road facility in North Las Vegas, Nevada. Work at the Nevada National Security Site is required in support of these functions. 
  • Work schedule for this position will be 4/10’s, Monday – Thursday (subject to change).
  • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
  • Must possess a valid driver's license.

MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Reference DOE Order 472.2, “Personnel Security”. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.

 

Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, “Workplace Substance Abuse Programs at DOE Sites,” will be conducted.  Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709, “Counterintelligence Evaluation Program.”

Annual salary range for this position is: $114,669.18 - $177,737.22.


Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
