The Sr. Fuel Supply Strategist will be responsible for working in PJM System Operations to serve as a liaison with fuel suppliers to include gas supply, transportation, and delivery entities. The Sr. Fuel Supply Strategist will be responsible for providing expertise and ongoing assessments of the capability of the fuel supply such as that of the interstate and intrastate pipelines, transportation and delivery systems, including local distribution companies (LDC). The assessments will be specific to how the conditions (real-time and planned) will impact generation resources as well as markets and operations in the PJM footprint.

The position will be responsible for ensuring daily and seasonal support of PJM Operations through leadership, training and continuous enhancement of PJM's Gas Electric Coordination Team (GECT), comprised of a core team of Operations resources and a secondary team of matrix resources from Operations and other divisions. The position serves as the primary PJM contact for all the interstate gas pipelines, local distribution companies (LDCs), and natural gas industry groups. The position is also responsible for representing PJM's interests with gas-electric counterparts with other ISO's at both an operational and strategic level, along with representation of PJM in gas-electric related regulatory and industry groups.

The position must have a thorough understanding of the natural gas industry including the supply, transportation and marketing functions. The successful candidate must understand the gas infrastructure in the PJM footprint, including detailed knowledge of scheduling timelines, services offered, and an understanding of the Tariff of those gas entities located therein. Ideally, the candidate will also understand the power generation served by these gas pipelines and distribution companies and be able to forecast the impact of pipeline operations on the generators. Ideally, the candidate would also have knowledge of other fuel supply industries such as coal, oil, nuclear, hydro, and renewables.

Essential Functions:

  • Lead the development, maintenance and enhancement of the tools necessary to track the fuel supply status, capability, and restrictions impacting PJM generation resources in support of PJM Dispatch.

  • Provide leadership, training and continuous development of the PJM Gas Electric Coordination Team (GECT), ensure completion of daily gas pipeline analysis and reporting during winter months.

  • Develop seasonal assessments for PJM Operations on fuel supply capability and potential impact to Operations and prices.

  • Assist with the identification, collection, and maintenance of fuel supply information for PJM generators.

  • Determine and communicate the operational impacts on PJM generators based on real-time and predicted (day-ahead and seasonal) fuel supply status, capability, and pricing. Support PJM Dispatch by providing this information and serving as a liaison between PJM Operations and the fuel suppliers in real-time as needed.

  • Facilitate the short-term and long-term coordination of fuel supply outages and restrictions, and transmission and generation resource outages.

  • Provide fuel supply expertise and support to operations during pre-emergency and emergency conditions.

  • Manage the relationships between PJM and the fuel supply entities to support both real-time and planned coordination between industries. Maintain and continue to improve PJM interactions with interstate pipeline and LDC operational personnel to ensure open lines of communication for emergency coordination, day-to-day operations, and future coordination issues.

  • Coordinate and lead Gas/Electric Table Top exercises with interstate pipelines, LDCs, PJM Operations staff and other entities as appropriate, including implementation of lessons learned and action items.

  • Conduct regular operational meetings with pipelines, and support regular ISO gas/electric operations meetings.

  • Serve as a subject matter expert on fuel supply contracts for PJM. For the gas industry, this would include a knowledge and understanding of the interstate pipeline supply and transportation contracts, LDC operations, and also LNG operations.

  • Utilize working knowledge of interstate pipeline and LDC Tariffs, and FERC regulations and compliance requirements, to assess the impact of regulatory and business rule changes that may affect the fuel supply industry and in turn the PJM generation fleet.

  • Actively engage ISO peers involved with gas electric coordination to benchmark ideas and keep current on industry trends.

  • Provide analysis and make detailed recommendations for improvement to business process and rules, and tools with regard to the adequacy of the PJM fuel supply, including current and planned gas infrastructure, to serve generation resources in the PJM footprint.

  • Assist with Operations, Markets, and Planning business rule and process development and modifications via the PJM stakeholder process, to include regulatory technical conferences, and industry group forums to appropriately reflect and support the coordination between the fuel supply and electric industries.

  • Develop business decisions and positions in partnership with PJM management.

  • Represent PJM in gas-electric related regulatory and industry groups and forums, including presentations, and panel discussions as needed.

Characteristics and Qualifications:

Required:

  • BS, Engineering

  • BS, Economics

  • BS, Finance

  • BS, Business Administration or Equivalent work experience

  • At least 8 years of experience

  • At least 4 years of experience natural gas industry, related to sourcing, transporting, marketing, and / or delivery of natural gas

  • Ability to produce high-quality work products with attention to detail

  • Ability to communicate effectively in a team environment

  • Experience in quantitative and qualitative analysis

  • Experience using verbal and written communications skills

  • Ability to use Microsoft Office Suite (MS-Word, MS-Excel and MS-PowerPoint)

Preferred:

  • MBA, Business Administration

  • Experience with PJM operations, markets, and planning functions

  • Experience supporting any of PJM Committees

  • Ability to carry established alliances with vendors, academic institutions, colloquiums, etc. and the ability to form alliances with new ones

  • Ability to develop strong relationships with multiple departments and divisions
