Currently, our Information Technology Infrastructure and Support Services Department has an opportunity for a First Line Manager, Information Technology. The Infrastructure and Support Services Department holds the responsibility for managing IT Infrastructure and IT Operations sections. Within the IT Operations section, there are two primary areas: IT Field Services and the IT Service Desk. The First Line Manager, Information Technology, will have direct oversight of the IT Field Services team, ensuring efficient and effective service delivery.

The First Line Manager (FLM) in Information Technology will oversee a team of IT staff, with the support of Union Team Leaders, and be responsible for their work output. Your role involves facilitating the planning and organizing of the team's tasks, providing necessary advice, guidance, and direction. You will manage the Unit's operations, ensuring adherence to the budget and maintaining customer satisfaction with the services provided. These services may include Service Desk support, Telecommunications support, field support, Vendor Management, hardware and software procurement, and project support. Additionally, you will manage the health and safety of the workers, ensuring they are properly trained and available to meet the business demands.

This is a permanent, full-time position which offers a competitive benefits, compensation and pension package and is located on site in Tiverton, Ontario.

Key Responsibilities:

  • Leads a work group of Information Technology staff and is accountable for their work output by facilitating the planning and organization of the group's work, setting goals and objectives for the team and function and providing advice, guidance and direction as necessary.
  • Oversees and facilitates the procurement and receipt of IT hardware and software on behalf of Bruce Power.
  • Manages relationships with multiple IT vendors.
  • Monitors and tracks action plans, corrective actions and comments, as well as involves employees in improvement efforts.
  • Participates in the business planning and budgeting process by providing estimates of staff, material and equipment requirement to carry out future work programs.
  • Manages the business of the unit adhering to a budget, creating and administering service level targets with clients, ensuring customer satisfaction with the agreed services.
  • Assisting IT Managers and Directors and Bruce Power business partners in short-term and long-range planning with respect to IT hardware, software and purchased service requirements.
  • Participates in establishing Bruce Power requirements, negotiating changes to contracts and resolving any problems and disputes.
  • Performs and assists with internal and external audits, taking action to correct any deficiencies identified.
  • Develops a capable and competent team; sustains a team capable of producing the required outcomes and performing to expected levels by providing effective leadership, coaching and direction.
  • Promotes teamwork, showing confidence in others and commends their success. Addresses issues and competing demands in a timely and constructive manner.
  • Provides timely, appropriate and useful information, seeking information from others to clarify understanding. Uses personal judgment to provide information that is useful to team members and clients, screens out information of low relevance.
  • Develops and shares plans, using the goals established for the team to organize work, determine and adjust priorities, manage various resources, expedite safe work execution and measure results.
  • Effectively assigns and delegates tasks to members of the team with clearly defined standards around safety, quality, quantity, time of completion and resources to be used.
  • Sets standards of performance and behaviour for assigned staff and clearly communicates those standards to assigned staff.
  • Monitors and modifies behaviour to align with the Bruce Power Business vision, values and plan.
  • Seeks to improve processes and work methods within the assigned work area.

Knowledge and Skills:

  • Requires knowledge of physics, chemistry, metallurgy, mathematics, electricity, engineering and economics to technically understand the operation of the facility.
  • Requires proficiency in verbal and written communications to prepare reports, presentations, to recommend and understand the implications of policies, procedures and legal requirements to communicate effectively with others.
  • Excellent customer service skills
  • Ability to supervise and manage personnel effectively.
  • Experienced in training in all policies & procedures and regulations

Education and Experience:

  • This knowledge is considered to be normally acquired through the completion of Grade XII plus 2 years' further concentrated study in a relevant field such as Information Technology Services, Computer Science Technology or Network Management.
  • A period of over 6 years and up to and including 8 years is considered necessary to gain this experience.
  • Experience working with the Bruce Power Supply Chain, Information Technology and Legal departments is considered an asset.
  • Experience working with large IT vendors, including Microsoft, IBM, Oracle, HP, Cisco, etc. in a vendor management capacity is considered an asset.
