Job Summary

This position is responsible for the effective coordination, development and implementation of the Davis-Besse Fire Protection Program requirements to ensure compliance with regulations, industry and site standards.

This position is located at the Davis-Besse Nuclear Power Station in Oak Harbor, Ohio.

Job Description

Key Accountabilities:

  • Overall administration, formulation, implementation, and assessment of the effectiveness of the Fire Protection Program and provides for a single point of contact for all Fire Protection contingencies.
  • Development and implementation of the Fire Protection Program and the systematic implementation of fire risk management consistent with the overall objectives of minimizing both the probability of occurrence and the consequences of fire.
  • Carrying out the Fire Prevention Program by developing procedures and other guidance documents in compliance with Nuclear Regulatory Commission requirements for the Control of Ignition Sources, the Control of Combustible Materials and The Control of Fire Protection Features.
  • Executing Nuclear Electric Insurance Limited requirements for all site structures and controlling procedures as well as implementing State of Ohio and local fire codes where applicable for site structures and systems. 
  • Ensuring the National Fire Protection Association standards and Recommended Practices for life safety, property conservation, and continuity of operation are appropriately implemented.
  • Guaranteeing Fire Risk Assessment and Fire Risk Management techniques are applied in plant activities to maintain an acceptable level of fire safety.
  • Ensuring Fire Prevention Practices are applied in plant activities to limit fires related to ignition sources and/or transient combustibles within established limits.
  • Assuring controls are in place to manage fire impact on all structures, systems and components in a manner demonstrating adequate configuration control.
  • Leading all fire protection related training for all site staff (including contract staff) in areas of Fire Protection Process administration, fire prevention, fire-fighting, and structure, system, and component controls including maintenance.
  • Administering periodic inspections to minimize the amount of combustibles in plant areas important to safety.
  • Ensuring the availability and acceptable condition of all fire protection structures, systems, and components including fire-fighting equipment.
  • Responsibility for all fire brigade related activities including interface with off site organizations.  These contacts may include the Nuclear Regulatory Commission, State and Local governments, Local Fire Department personnel, Local Emergency Planning Commissions, code organizations such as the National Fire Protection Association, Insurers, and other off-site agencies as required.

Education, Experience, and Skill Requirements:

  • High School diploma or GED Required; Degree not required but viewed favorably
  • Municipal or Industrial firefighting experience required
  • Related experience in fire protection, inspection or code compliance including NFPA 805.
  • State Firefighter I or II desired
  • Familiarity with firefighting regulations associated with outside regulators
  • Experience in a leadership or supervisory role at a municipal fire department a plus
  • Experience in nuclear fire protection a plus
  • NFPA Certified Fire Protection Specialist (CFPS) a plus

Key Metrics

  • Ability to maintain knowledge of the requirements of the Fire Protection Program and the impact to Davis-Besse.
  • Ability to maintain industry involvement related to fire protection.
  • Ability to oversee budgetary needs for fire protection program.
  • Ability to investigate, complete and report site fire incident reports IAW NEIL and INPO requirements.
  • Ability to interact with Engineering, Operations, Training, Maintenance and Security to ensure plant activities and modifications do not compromise fire protection standards and fire-fighting requirements.
