Our Nuclear Canada business is experiencing significant growth driven in part by planned New Build projects underway internationally and domestically. Candu Energy Inc., an AtkinsRéalis company has entered into an agreement with Ontario Power Generation (OPG) to deliver the Darlington New Nuclear Project (DNNP). The project is spearheading the deployment of the GEH BWRX-300 Small Modular Reactor (SMR) before the end of the decade. It will be the first grid-scale SMR deployed in Canada.

The Engineering Manager (EM) –Civil Engineering will report functionally to the Director, Process and Civil Engineering, and daily to the project Technical Engineering Director. The Engineering Manager oversees the execution of design and technical activities in a site project delivery environment in accordance with industry standards and established governance and will be responsible for assigned aspects of site related engineering, and construction delivery for a New Nuclear program. This role will require close stakeholder management of partners and client, as well as leadership of project team members. The EM – Civil Engineering is expected to have significant experience in project delivery and project execution methodology including an understanding of engineering, procurement, construction, contract management and project controls principles. Leading integrated teams is an equally important skill; developing and building a large team of professionals is a requirement of this role.

As DNNP is considered a mega Project, the overall engineering scope has been divided into bundles; one of which is called Nuclear Island. This scope is comprised of the Reactor Building, Radwaste Building, Control Building, and Service Building. This role is to provide engineering oversight for these scope for detailed site-specific design scopes to support the construction schedule.

This role will be based in Pickering, ON.

Your role within the team:

  • Managing the design process from detailed design to site/field implementation.
  • Planning and executing work consistent with quality, cost, and schedule requirements.
  • Coordinating and oversight of Civil design activities related to the completion of fundamental design for a nuclear power plant.
  • Coordinating the design interface between the NSP and balance of plant (BOP) portions of a nuclear power plant.
  • Working with assigned staff to find optimal solutions to project challenges.
  • Providing technical guidance to staff, as appropriate.
  • Ensuring that work is conducted in accordance with applicable Engineering and Quality Assurance procedures, and in accordance with the contract, applicable specifications, and technical requirements.
  • Interfacing with stakeholders, including Engineering peers, Modelling, Procurement, Construction representatives, and prospective equipment and/or system vendors, to ensure system designs meet performance, safety, and regulatory requirements, and that the resulting designs are constructable, operable, and maintainable.
  • Ensuring department deliverables are produced in accordance with budget, schedule, quality, and technical requirements.
  • Approving engineering documents and deliverables.
  • Removing barriers that could impact safety, quality, cost, and schedule performance.
  • Participating in the preparation of commercial proposals and approving the technical content of proposals prepared under their direction.
  • Forecasting resource demands for the assigned work scope, including required skills, capabilities, and durations.
  • Working with marketing and other business groups to maintain and improve client relationships and offerings.
  • Assemble and lead a multidisciplinary project team, ensuring effective communication and collaboration among engineers, architects, contractors, and other stakeholders. Capable of supervising engineering professionals (Bundle Design Engineers, Stress Analysts, and Materials/Welding Engineers).
  • Maintain supervisory org. and mange career development of assigned project resources to the betterment of the individuals, the project and the business.
  • Assemble a project team through recruiting, interviewing and/or selecting staff with appropriate skills and establishing training and qualifications planning and development programs suitable for the work and development of succession plans.
  • Performing administrative tasks, e.g., timesheet approvals, vacation approvals, Goal setting, Performance feedback and performance enhancement Make effective decisions / recommendations on human resource issues.
  • Ensure all project activities comply with corporate standards of ethical conduct, cyber-security, import-export regulations, intellectual property protections, and security clearance protocols.
  • Ensuring that work is conducted in accordance with applicable Engineering and Quality Assurance procedures, and in accordance with the contract, applicable specifications, and technical requirements.
  • Managing engineers in the office and on shift who; verify calculations needed for installation, witness specified activities, and provide technical advice.
  • Manage and prioritize backlogs to ensure engineering work is completed to meet project schedules.
  • Managing the design process from detailed design to site/field implementation.
  • Approving engineering documents and deliverables.
  • Project Delivery: 
    • Understanding of project delivery methodology, including earned value, critical path scheduling, prime contract and subcontract management, procurement and supply chain methodology, and inspection and test plans.
    • Understanding of large EPC work including subcontracts, prime contract management.
    • Ensure communication (updates) provided on progress of engineering priority issues for alignment and awareness to OCC, PCC, senior management etc.

The ideal candidate:

  • Educational Background: Bachelor’s degree in Civil Engineering or related field from an accredited University.
  • Registered Professional Engineer in the Province of Ontario with good standing, or eligible within six (6) months of hire.
  • Certifications: Masters and/or PMP certification is an asset.
  • Project Site Engineering Experience:
    • 10+ years’ experience supporting various type of projects including engineering services, refurbishments, and/or new build construction projects.
    • 5+ years’ experience leading teams is required.
    • Experience on a new build project is an asset (e.g. nuclear, combined cycle).
    • Registered Professional Engineer in the Province of Ontario, qualified to seal engineering documents.
  • Experience managing and/or performing multidisciplinary work with significant interfacing requirements with interfacing disciplines such as licensing, safety analysis, Civil, process control, and mechanical engineering.
  • Safety Knowledge: Working knowledge of industrial safety and nuclear safety culture.
  • Nuclear Experience: Experience in new Nuclear Reactor design and construction projects required.
  • Team Building: Ability to build and inspire a team to work towards common goals.
  • People Management: Experience managing direct reports within a project delivery functional support model.
  • Leadership: Lead by example, setting high standards for Health & Safety and Nuclear Safety Culture.
  • Quality Assurance: Appreciation of the importance of Quality Assurance Programs and their significance to the nuclear industry.
  • Communication Skills: Excellent organizational, communication, and customer relationship skills. Demonstrated oral and written communication abilities.
  • Technical Skills:
    • Design engineering experience in Civil /Structural Engineering and related Codes and Standards for Nuclear Power Plants is highly preferable.
    • Knowledge of analytical tools used for Civil design is an asset.
    • Experience working in a nuclear facility licensed in Canada is an asset.
    • Experience and capability in regulatory communications in a regulated industry is an asset.
    • Experience in Engineering Change Control process for Field run as build conditions to the Station/Plant, CSA N285.0/CSA N286 and ASME Codes and Standards.  Provide dispositions to non-conformances identified by construction and supply chain. Update Technical Specifications when required.
    • Provide input to Field Change Requests by construction. Find solutions with the assigned engineers.
    • Remove barriers that would impact engineering deliverables to meet Construction priorities.
    • Experience managing engineering work with interfacing requirements involving other engineering teams (Civil, Electrical, Human Factors etc.), Procurement, Quality Assurance, Contracts, and Construction.
    • Experience working within a Quality Management System (CSA N285), and quality standards (CSA N299).
    • Working knowledge of/experience with the CSA standards pertaining to Civil /Structural Engineering and other applicable standards and nuclear regulatory guides.

Work Locations:

  • The project team are predominantly located to the east of Toronto near and at the project site in Courtice Darlington Nuclear Generating Station in Ontario.
  • Various work locations as required at Pickering, ON including Oshawa, ON, and Mississauga, ON. Primary base in the interim will be from the Pickering Office.
