Rolls-Royce Measurement & Test Engineering organisation have an exciting opportunity to join the team to lead and manage a team of engineers and specialists to support R-R in expanding, improving, and maintaining their global portfolio of Engine and Rig Test Facilities. You will have delegated authority from the Test Facilities Chief Engineer and be technically accountable for the design, specification and execution of the modification of existing and the creation of new Engine and Rig Test Facilities. The Rolls-Royce Measurement & Test Engineering organisation is part of the T&EE (Test & Experimental Engineering) global function and one of the 8 pillars of R-R Group Engineering capability.

The Rolls-Royce Measurement & Test Engineering organisation are responsible for designing and delivering the infrastructure required to test the next generation of gas turbine engines for both Civil and Defence applications.

You will be working for the Rolls-Royce Technical Authority for Aerospace Engine Test Facilities. In this role you will be working with colleagues locally in Bristol and additionally with colleagues in Derby and Solihull. Opportunities also exist to work more widely within the UK as well as Internationally.

In this role you will be responsible for using the T&EE capability standards and methods, for all R-R owned Test Facilities, Test Equipment within T&EE and external test facilities where applicable. Scope includes Production, NPI (New Product Introduction) and MRO (Maintenance, Repair and Overhaul) engine and Rig Test facilities, including SPTE (Special To Products Test Equipment). Act as the resource manager for the team, ensure process, cost and HS&E compliance. Drive technical governance and compliance through a team of design engineers, covering the following engineering design and analysis disciplines: Electrical Design, Mechanical Design, Controls & Instrumentation, Software Engineering, IT Systems Architect and Project Engineers.

What you will be doing:

  • Lead, engage and develop assigned personnel to become suitably qualified and experienced (SQEP) to meet current and future business requirements. This will involve playing an active role in load/capacity planning for the assigned team and work with the wider function to ensure suitable SQEP are available to complete programme deliverables. This includes engagement with third parties such as Managed Service Providers (MSP’s) in line with agreed Do/Buy strategies. To lead and be accountable for the appropriate section of the Engineering strategy and drive this to completion supported by functional leadership.
  • To deploy or align assigned staff to agreed work packages and lead/ provide the delivery and approval of technical activities within their functional accountability. This could include multiple work packages across divisional areas within the group.
  • To own the performance and reward management, HS&E, export and security clearance for assigned personnel. This will include specialist and leadership development for assigned staff.
  • To be accountable for SQCDP (Safety, Quality, Cost, Delivery, People) measures and performance for the aligned capability group. This includes ensuring compliance to applicable processes and legislative requirements for Test & Rig Facilities throughout the life cycle of the design, execution, commissioning and handover of facility modification or the introduction of new facilities.
  • To ensure that world class rules, tools and methods are developed and utilised effectively across the group for the accountable domain. This should focus on greater use of automation, digital tools and lean processes to drive efficiency. Drive and support the transition to model-based reusable product lines at system, product system and component level. With an agile approach in mind to support delivery where applicable.

  • Qualified to degree level in a relevant Engineering degree and with appropriate management experience. Self-motivated, with good interpersonal skills, planning and execution skills and a team player.
  • Experience of working within a project environment.
  • Experience in assessing and evaluating technical & legal compliance and appropriate reporting through senior management.
  • Experience in managing large and diverse skill set technical teams circa 25 people to appropriate safety compliance, technical governance gates, quality, budget and people management.
  • Experience of managing priorities in line with available resources and stakeholder management.

Experience/understanding of any of the following would be advantageous, but not essential:

  • Understanding of cyber security
  • Sound engineering judgment
  • Demonstrated compliance to a known industry standard process e.g. APQP
  • Experience Agile work practices
  • An appreciation of Systems Engineering approaches
