We are seeking a 10–15-year experienced Resident Engineer/Inspector (Dams/Heavy Construction) to help on Federal Energy Regulatory Commission (FERC) projects in the South Bay. This is a full-time position located in our San Jose, CA office with the expectation to work on-site in Morgan Hill, CA.

DUTIES/RESPONSIBILITIES
The successful candidate will:

  • Have relevant experience with heavy construction projects and field investigations, analysis, and reporting for multiple infrastructure projects, some of which are under FERC guidelines (LNG, Nuclear, and Dam Projects).
  • Have general dam or heavy infrastructure experience with the following:
  • Inspection: Slab and rock anchor installation and testing, scaling, and secant walls.
  • Drilling types: Hollow-stem, solid stem, rotary wash, dry coring, drive sampling, sonic (soil and rock), rock coring, Pitcher barrel, truck/track, and large-diameter borings.
  • Downhole: Geophysics (ATV, OTV, P and S wave), CPT, packer testing, and falling/constant head testing.
  • Instrumentation installations: Monitoring wells, piezometers, and slope inclinometers.
  • Sampling: Continuous and intermittent sampling, SPT, Mod-Cal, Shelby, pitcher, direct-push, rock and soil core.
  • Stop Work Authority for Dam Drilling Activities: Has stop work authority in regards to unforeseen or abnormal drilling and site conditions.
  • Be the design engineer, quality assurance inspector, project engineer, and resident engineer on civil construction projects involving landslide stabilization, grading and compaction, subsurface structures and foundation construction, slope and embankment stabilization, utilities and storm drain installation, roadway construction and related civil elements of various projects.
  • Be proficient with engineering software including AutoCAD Civil 3D, Microsoft Project, development of project plans, specifications, and engineer’s estimates, geotechnical construction observation for modular block, cast-in-drilled-hole pile, lock, and load, sheet pile, and gabion retaining walls.
  • Will be responsible for overseeing the placement of civil works on the surface including grading activities, foundations, and structures construction, slope stabilization/reinforcement, landslide stabilization, access/haul road construction, site fencing installation, site facilities construction, and utilities relocation/installation.
  • Ensure that construction activities and any related testing required to confirm compliance with the specifications are performed.
  • Prepare field inspection reports and advises the contractor of any observed non-conforming work and notifies the Chief Inspector of any non-conforming work that is not corrected by the Contractor.
  • Have the authority to issue nonconformance reports and notifies the Chief Inspector and or the Assistant Resident Engineer for resolution. The Civil Inspector reports to the Chief Inspector and communicates to the Assistant Resident Engineer on any situation where the plans and specifications do not appear to be appropriate for the conditions encountered. The Civil Inspector has limited or no responsibility or involvement with contractor negotiations, scheduling of construction, and cost justification.

SKILLS/EXPERIENCE

  • BS in Civil Engineering and certification in Construction Management
  • CA professional Engineering Registration a plus
  • Minimum 10-15 years’ relevant field experience with heavy infrastructure such as dams and tunnels. 
  • Hold certifications in ACI concrete testing and Nuclear Density Gauge with expertise in multiple ASTM testing requirements and procedures including materials testing and witnessing quality control inspections.

The salary range for this position in San Jose, CA is $110,000 - $135,000 annually. Actual compensation will be based upon a variety of factors such as education, related work experience, certificates, skills, and current market conditions. Haley & Aldrich reviews salary ranges each quarter to assess competitiveness with the market.
