About the job:

Based In The Hague, Netherlands You will join the Agency as we embark on a journey to transform our IT services to support NATO’s Digital Endeavour. You will join The Command and Control Centre (C2). C2 Centre is responsible for planning and executing all lifecycle management activities (design, transition and operations) for Joint/Maritime/Land C2 services (including\: subject matter expertise; research and development; software engineering; acquisition; operations and maintenance; and, disposal) in the following technical service areas\: Land; Maritime; Joint targetting; Special Operations, Logistics, Medical, Military Engineering and Nuclear Command and Control, Military Messaging, Situational Awareness, Operations Planning and Collective Training and Exercise Support. 

We are looking for a driven and enthusiastic Domain Architect with expertise in the Maritime C2 Domain who will undertake the following roles and responsibilities:

  • Contribute to the development of technical concepts from inception, to R&D and to implementation at the architecture and/or systems levels covering more than one military domain in the NATO DOTMLPFI (Doctrine, Organization, Training, Material, Leadership, Personnel, Facilities, Interoperability);  
  • Collaborate with stakeholders and contribute to the development of a user-centred iterative solution architectures and technical design solution that are consistent with the relevant segment architectures;
  • Support the requirements capturing analysis and specification of integrated C2 systems and architectures;
  • Maintain abreast of modern architectural paradigms, agile practices and knowledge on how processes affects architecture;  
  • Support the technical design and cost estimates for price proposals, statements of work and service level agreements as required;
  • Support the necessary software Quality Assurance functions essential to the successful delivery of the software capability and services;
  • Support the development of C2 services as part of the Consultation, Command and Control (C3) classification taxonomy and contribute to Federated Mission Networking (FMN) development specification definitions;

Domain Architect Maritime C2

About you

The valuable knowledge and experience that you bring to this role are:

  • A minimum requirement of a Bachelor’s degree at a nationally recognised/certified University in a related discipline and 3 years post-related experience. Or exceptionally, the lack of a university degree may be compensated by the demonstration of a candidate’s particular abilities or experience that is/are of interest to NCI Agency, that is, at least 10 years extensive and progressive expertise in duties related to the function of the post;
  • Expert knowledge in the Maritime domain  including relevant functions and processes.
  • Experience and expertise in\: team leadership, covering planning, design, system engineering and implementation within state-of-the-art technologies;
  • Expertise within information processing, specifying architectures and detailed understanding of architecture techniques and philosophy; 
  • Knowledge of planning, requirements engineering and software design and engineering;
  • Knowledge of international, commercial/industrial standards for information processing; 
  • Experience in capturing, analysis and specification of system and functional performance requirements for integrated C2 capabilities and architectures within the applicable domains;
  • Experience in concept development and experimentation in the military domain through participation in exercises or training events;
  • Experience in roles requiring coordination with multiple project sponsors and national stakeholders;
  • Fluency in English, both written and spoken.
